Text telephones (TTYs) are designed for people who are speech-impaired to communicate. Users may type back and forth on a standard keyboard. Hearing Carry-Over service is available when one of the parties don't have a TTY.

What's the difference between VCO and HCO?

VCO (short for Voice Carry Over) refers to those calls in which the voice of a hearing person is transcribed by a Call Assistant and forwarded to a TTY. The TTY user reads the text on the TTY screen and talks back or writes back to the other party using the keyboard of his/her machine. VCO calls require the use of Voice Relay, which may not be available in some countries. Pease consult your local phone company for details. US callers must dial 711 for Voice Relay.

On the other hand, the HCO (Hearing Carry Over) method is used by people "who have difficulty speaking, but have no difficulty hearing voice. HCO allows a speech-impaired person to type messages on a TTY (which are voiced by the relay operator) and then pick up the handset and listen to the other person's response."
